The Rajiv Gandhi Rural Housing Corporation Limited or RGRHCL was founded by the Karnataka government to provide affordable housing to the state’s economically weaker sections. Conceptualised as a ‘Special Purpose Vehicle’ (SPV), it aims to utilise central and state government schemes to achieve this goal.

Objectives of RGRHCL

- The first and primary goal of the authority is to provide affordable housing for the economically backward class. It also aims to ensure maximum optimisation of the RGRHCL project, which is valid throughout the state of Karnataka. This leads to the second objective of the authority.
- There is promotion and strengthening of the cost-effective techniques deployed for the building of these houses. These are specially introduced to the rural section of the state, to ensure growth and prosperity. These are better and cost-effective methods of building. Further, the Nirmithi Kendras are consolidated through the process. It is designed to help the establishment of more Kendras in the future. Nirmithi Kendras are primarily established for improving the use of advanced and proven technologies for the greater good of the people. Basava Housing Scheme
Under the Basava Vasati Yojana, housing options are provided to homeless beneficiaries residing in rural areas. The income of the beneficiary should be less than Rs 32,000 per annum and he/she should not own any home in any part of the country. Under the scheme, the applicant gets up to 85% of the raw material for the home’s construction.

Devraj URS Housing Scheme
This scheme is for special category applicants, which includes disabled, leprosy cured, HIV-affected households, nomadic tribes, sanitation workers, people affected by riots, exploitation, free bonded labourers, widows and transgenders. The selection of the beneficiaries is done by the District Committee. Here also raw materials are provided to the applicants selected as beneficiaries.
Dr BR Ambedkar Nivas Yojana
This scheme is being implemented for both, urban and rural areas, for providing housing options to homeless families belonging to the Schedule Castes and Schedule Tribes (SC/ST). Under the scheme, the government provides Rs 1.75 lakhs as subsidy, to build/buy homes. However, the beneficiary should meet the income eligibility prescribed by the authority.
Ashraya Yojana
Ashraya Yojana is an integrated project introduced by the government, with the objective of identification and rehabilitation of poor families. The scheme was launched in 2002, following the Kudumbashree initiative for identifying families that have been left out from the outreach of decentralised planning and poverty alleviation programmes. Under this scheme, gram panchayats are required to develop separate micro-projects for each identified household. The RGRHCL projects will be integrated with other plans of grama panchayats formulated on an annual basis. Funds of gram panchayats, contributions by block and district panchayats, state government funds and centrally-sponsored schemes, are combined for financing this scheme.

- For urban areas:

RGRHCL housing scheme: Eligibility criteria
This scheme has certain eligibility criteria that need to be met in order to be considered. They are listed below:
- The applicant for the scheme must be either a woman (whose marital is not under consideration), ex-soldier, physically challenged, senior citizen or a widow, widower.
- As this scheme is oriented towards the economically weaker classes, the applicant’s family should have an annual income of no more than Rs 32,000.
- The applicant should be in need of the house and not have a house in any part of the state.
- However, the applicant and their family can reside in a hut. People from destroyed houses are eligible for the scheme, as well.
- The people who have land or sites under their holdings, are eligible for the scheme too.
- The applicant should not draw the facility of any other housing schemes.
When is the ideal time for RGRHCL application?
The gram panchayat revises the list of applicants on a yearly basis. It is generally renewed in the first week of January. This makes it the ideal time to apply for the scheme. The applicants are expected to submit their applications in Form Number 1. Additionally, the news of this will be widely aired by the gram panchayat itself.

Now, beneficiaries can check the land availability in the state online, on the Ashraya portal. Users can click on Land availability status and search land identified and total land available with the state/central government and private holders. The list can be downloaded as an Excel file and filtered accordingly. The data is available in tabular format and can be narrowed down to district, village, or taluk level.

Karnataka to build nine lakh affordable houses
Recently, the Karnataka government announced its plan to construct nine lakh houses in two years under different housing projects in the state. This includes five lakh houses under state housing projects and four lakh houses under central housing projects. According to the release published by the chief minister’s office, around Rs 6,200 crores will be required, to complete houses built under the state government’s Basava Housing Project, Dr BR Ambedkar Nivas Yojana, Devaraj Urs housing projects and Vajpayee urban housing project, which are under different stages of completion.
