Register projects in 15 days: RERA Delhi

Transparency and collaboration are required for Delhi’s real estate growth, says Anand Kumar.

The real estate industry has long been facing challenges because of the multiplicity of agencies as well as delayed registrations in Delhi.  Anand Kumar, chairman, RERA- Delhi while addressing the CII Delhi interactive session emphasised the significance of transparency and collaboration in fuelling Delhi’s Real Estate Growth.

Responding to the various concerns of the real estate industry, Kumar assured the registration of projects in 15 days upon receiving the required bundled and numbered documents.

He shared that some developers are currently announcing to sell farmhouse built in 1 acre on the proposed policy under MPD 2041, which is completely illegit. The farmhouses in Delhi are identified to be in low-density areas which has currently no clearance of DDA and the industry must be careful in making such commitments. Kumar added that the RERA guidelines will be released soon.

As part of the session, sharing the industry concerns, Harsh Vardhan Bansal, CII Delhi sub-committee chairman on infrastructure, real estate and urban development and co-founder of Unity Group highlighted the challenges faced by the sector, particularly regarding RERA regulations on common areas, usage of funds, extension of project duration in force majeure etc. and fire safety clearances.

Bansal also highlighted about the ban on construction on anticipation of poor air quality under the revised Graded Response Action Plan (GRAP) guidelines. He stated that in construction there are a number of non-polluting activities like plumbing, electrification, furniture and fittings, etc. and requested RERA’s support to secure its permission. He also requested for exemption of RERA registered project from ban under GRAP guidelines as it involves public money.

During the CII session, members highlighted that there are multiple forums available for buyers to raise their real estate grievances which leads to confusion and requested RERA to address these issues.

Finally, as part of this CII session discussion, Atul Garg, Director, Delhi Fire Services highlighted the need of adoption of new technology while construction of new projects and building to ensure absolute fire safe. “In Delhi over 70% construction is unauthorised where no clearances are taken which unfortunately leads to accidents including fire,” mentioned Garg. He further added that in the last 15 years not even a single casualty has happened in buildings cleared by Delhi Fire Service department.
