The inception of municipal governance in Bangalore dates to March 27, 1862, when a Municipal Board was established under the Improvement of Towns Act of 1850. This marked a significant step towards organised urban development. Initially, two distinct Municipal Boards were formed — one for the city and another for the Cantonment area. In 1881, these boards were legalised and functioned independently as the Bangalore City Municipality and the Bangalore Civil and Military Station Municipality.

The year 1882 witnessed notable developments with the introduction of elected representatives and the implementation of property tax. Post-Independence in 1949, the two Municipal Boards were amalgamated to create the Corporation of the City of Bangalore, paving the way for more cohesive governance. The council underwent name changes, becoming the Bangalore City Corporation (BCC) and later the Bangalore Mahanagara Palike (BMP).

In a significant move in January 2007, the Karnataka government issued a notification to merge the existing Bangalore Mahanagara Palike with seven City Municipal Councils (CMCs), one Town Municipal Council (TMC), and 111 surrounding villages. This transformative process was completed by April 2007, resulting in the establishment of a unified administrative body known as Bruhat Bangalore Mahanagara Palike (BBMP). This merger marked a pivotal moment in the city’s administrative landscape, consolidating various areas under a single governing authority, reflecting the dynamic growth and expansion of Bangalore.

In situations where an elected body is absent, the BBMP is overseen by an administrator and a commissioner, appointed by the state government. This administrative arrangement ensures continuity and effective governance.
