IGR Maharashtra: 1% rebate in stamp duty for women
In a bid to encourage women buyers to invest in real estate, Maharashtra state in the FY23-24 Budget decided to continue to give 1% rebate in stamp duty for women property buyers. Hence, the stamp duty to be paid by women buyers stands at 5% of the property value. Stamp duty to be paid by men is 6%.

The Maharashtra Stamp Act, 1958, allows refund of IGR Maharashtra stamp duty, if the purpose of its use is cancelled or if the stamp is damaged before its use or if it is overpaid.

Under property registration details, from September 23, 2021, onwards, as part of t.he www.igrmaharashtra.gov.in online services, the newly-developed iSarita 2.0 will be used for document registration in SRO Haveli 21 and 23, Pune. Those who want to register with IGR in these offices have to use PDE 2.0 and eStepin 2.0, as the older versions of both are incompatible with iSarita 2.0.
Property registration details: Notice of Intimation
IGR Maharashtra now permits you to file the ‘Notice of Intimation’ (NOI) online, for mortgage or loan deposit title deed, without the need to go to the sub-registrar’s office (SRO). This service is live all across Maharashtra when you do an IGR Maharashtra login. To do so, click on the ‘online services’ tab on the IGR Maharashtra homepage and then select ‘filing (for citizens)’ and click on ‘Process efiling’.
You will be led to https://appl1igr.maharashtra.gov.in/NGDRS_MH/ where you have to click on the ‘Register Citizen’ tab.
On IGR Maharashtra website, you will reach https://appl1igr.maharashtra.gov.in/NGDRS_MH/Users/citizenregistration_mh where you have to fill in details including the authorised person name, contact person address, contact person ID details, username and password and hint question, in case you forget the password and submit.

IGR Maharashtra: MoDT registration
Those who seek home loans, need to know that an undertaking, known as Memorandum of Deposit of Title Deed (MoDT), has to be given by the borrower stating that they have deposited the title deed and other property-related documents with the lender. IGR charges for home loan is 0.3% stamp duty on the loan amount. This undertaking is to recover debts, in case the borrower defaults or does not make payments on time. It is mandatory for the borrowers in Maharashtra to get the MoDT registered. On payment, IGR receipt home loan should be collected.
IGR Maharashtra: Mudrank Shulakh Abhay Yojana
The Mudrank Shulakh Abhay Yojana has been extended for the fourth time and will now be till August 31, 2024. This is for all properties including ones under Mhada, Cidco and MIDC.
Effective December 1, 2023, the Maharashtra government has announced the Mudrank Shulakh Abhay Yojana. Under this scheme, all the property documents that have not been registered properly owing to stamp duty being paid partially or not at all paid at all will be regularised. Note that under this scheme stamp duty and penalty for all properties registered between January 1, 1980 and December 2020 will be waived off. The Abhay Yojana will be implemented in two phases. The first phase was implemented from December 1, 2023 to January 31, 2024 that got an extension till February 29, 2024. The second phase that started from February 1, 2024 to March 31, 2024 also got an extension till June 30, 2024.

IGR Maharashtra: Rs 100 stamp duty for PAAAs of redevelopment projects
In line with the Bombay High Court judgement, the IGR Maharashtra has issued a circular according to which a nominal stamp duty of Rs 100 will be charged for all Permanent Alternative Accommodation Agreements (PAAAs) of redevelopment projects under section 4 (1) of the Maharashtra Stamps Act. While society members have to pay only Rs 100 as stamp duty if all society members are getting additional carpet area free in their homes, any member who is purchasing additional carpet area from the developer, will have to pay the normal stamp duty applicable on the additional carpet area. The IGR Maharashtra circular further mentioned that the previous circulars dated June 23, 2015 and March 30, 2017 have been scrapped.
Maha govt removes 15-year lock-in rule imposed on women home buyers
The Maharashtra government on May 31, 2023 removed the 15-year cap that the state government had imposed on women home buyers who were availing 1% rebate on stamp duty.
While previously women availing this rebate couldn’t sell their housing units to male buyers for 15 years, they can now do so. A point to be noted here is that the 1% rebate for women home buyers is only on residential properties and not on commercial and industrial properties.
