Applicants across India can seek central assistance for construction of toilets through the central government’s website

The centre plans to build 12 million toilets in rural India, to eradicate open defecation in the country, under its Swachh Bharat Mission. While applicants could approach the local authorities in their area to get central assistance for construction of the toilets, they can also complete the process online through the central government’s official portal, http://swachhbharaturban.gov.in/ihhl/. The portal could also be used to apply for conversion of old toilets.

Residents in Bihar, among the states where the progress of the program has been particularly slow, can also apply for the same using the central government website. Also note that urban local bodies, through contractors or self-help groups, can apply in bulk for construction of toilets in Bihar.

 

Documents needed for IHHL Bihar application

  • Scanned copy of the applicant’s photograph
  • Bank account details
  • Scanned copy of the first page of bank passbook, showing account details
  • Aadhaar details
  • In the absence of Aadhaar number, Aadhaar enrollment slip

This means that if you do not already have an Aadhaar number, you have to apply for it and you could use the enrollment slip as a proof, to apply for IHHL Bihar. Note that applicants can choose between Hindi and English, to proceed with the online application.

Process to apply for individual household latrine in Bihar

Registration: To seek central assistance, the applicant has to first register himself on the IHHL website. This login ID can also be used by urban-local bodies, to upload one or more applications.

To complete this process, you will have to provide details, including your name, mobile number, email, address, state, identity document type and ID number. Once the required information is keyed in, you will be provided with a Login ID. You can login with this and by submitting the OTP number received on your email accounts and mobile number.

Once registered, the user will be able to proceed to fill the application form for the construction of a toilet.

Application form: The application will seek more details like Aadhaar card details, ward number, state of existing toilets and bank account details. In case the applicant does not have an Aadhaar card, a copy of the Aadhaar enrollment slip is required. The applicant will also have to upload his photograph. You will also have to provide references of two people, their complete addresses and other information, while filling the form.

After filling all the information of the applicant, click on the ‘Apply’ button, to submit the application.

An IHHL application acknowledgement slip will be generated, mentioning the application ID and the bank account details. Keep this slip handy for future references. A copy of this slip will also be sent to your email.
