Most Indian states have their real estate sector regulated under the Real Estate (Regulation & Development) Act, 2016. The RERA Goa rules were notified on November 24, 2017 and the state government launched the online RERA Goa website on January 15, 2018. The Goa RERA official web page can be accessed on https://rera.goa.gov.in/reraApp/.
RERA Goa rules
The RERA Goa is responsible for ensuring that:
- Promoters disclose all aspects of their real estate projects.
- Real projects in Goa are registered.
- The real estate agents practicing in Goa are registered.
- The consumer’s registered complaints are addressed.
RERA Goa project registration details
All the real estate projects in the state should be registered under the RERA Goa. This includes all under-construction projects, ongoing projects where the builder is yet to receive a completion certificate (CC) or an occupation certificate (OC).
While all the real estate projects – residential and commercial – have to be registered under the regulatory body, there are some exceptions, such as:
- The land planned to be developed is not more than 500 sq metres.
- Number of units is not more than eight (all phases included).
- Realtor has already got the completion certificate.
- The project is being renovated, repaired or redeveloped that does not involve marketing, advertising, selling or new allotment of any apartment, plot or building, depending on the case.
If any promoter fails to register as per Act, he will be liable to a penalty which may extend up to 10% of the estimated cost of the real estate project. On continued violation, he will be punishable with imprisonment for a term which may extend up to three years or with fine which may extend up to a further 10% of the estimated cost of the real estate project, or with both.

Developers will be led to https://rera.goa.gov.in/reraApp/ProjectRegistrationOTP
Enter your email ID to generate the OTP. You will get an OTP from the RERA Goa on your registered email ID. Enter the OTP and you will be led to https://rera.goa.gov.in/reraApp/initProjectRegistration
Press on ‘Next’ and go on to fill the form and register with the RERA Goa. Note that you should have your PAN number, Aadhaar card and GST registration number while registering.
RERA Goa agent registration
For registration on the RERA Goa page, agents have to click on the Agent Registration tab on the homepage. They have to enter the email ID and generate OTP. Then you will be led to https://rera.goa.gov.in/reraApp/initAgentRegistration where you have to select agent type from individual or societies/ company/partnership firm/government bodies/limited liability partnership/trust and partnering firm, enter the OTP generated and press next to proceed to fill the details.
The agent has to enter details, including name, firm name, Aadhaar card, PAN card number, address, etc. He also can add his previous registration number. As shown in the picture below, he has to upload documents including PAN card, address proof, letterhead or rubber stamp of his firm and finally declare if there are any criminal cases against him or not and press ‘Next’.
After this, the agent has to make the payment to the RERA Goa and submit the application. Status of the registration – approved or rejected – will be conveyed to you by the RERA Goa on your registered email ID.
It is mandatory for all agents to register themselves under the Goa RERA Act. No agent can facilitate sale or purchase or act on behalf of any person for any kind of real estate transaction, unless he is registered under Goa RERA Act. If an agent continues with his real estate activities without registration, he will be liable to a penalty of Rs 10,000 for every day during which the default continues, which may altogether add up to 5% of the cost of the real estate property for which the transaction has been done.

RERA registered projects in Goa
To check if the project that you are interested in investing, is registered with RERA Goa and to check its status, you have to enter the project’s alphanumeric RERA ID, on the ‘Search project /agent name’ box on the homepage. Select the type from the drop-down box on whether it is All, Agent or Project and click on search.
You will be led to another page which will show the project name, promoter name, promoter type, total area, property type and status, like in the picture shown below. Click on ‘Read More’ for more information.
It will lead you to another page where it will first mention when the page was last updated on. It will also flash if any permission to be taken is pending and from which date.
Details about the project will be mentioned in the Project description section.
Press on ‘Click to View’ to check the account statements of the project, project quarterly approvals / NOC which are taken, pending approvals, quarterly building details and quarterly external development.
As shown in the picture below, you can also click to see all project related documents, including construction license, litigations, land deed / agreement, etc., among others. Available as part of the RERA Goa details are the declaration and the photographs of the project.
RERA Goa complaint redressal
A consumer can complain to RERA Goa against any real estate developer, in case of violation or breach of provisions as prescribed under the Goa RERA Act. If a home buyer is not satisfied by the decision made by RERA Goa, he may approach the Appellate Tribunal. If he is not satisfied by the Tribunal’s ruling, he may appeal to the High court.
If a buyer wants to file the complaint, click on ‘Complaint Register’ and you will be led to https://rera.goa.gov.in/reraApp/complaintForm where you have access to the complaint form. Fill in the details starting with ‘Details of the complainant’ where you have to enter your details including name, mobile number, PAN number, email ID and click on ‘Yes’ for the question – ‘Whether complainant is Buyer?’ and fill the address and address where all the notices will be served.
After that fill the complaint details – as shown in the picture above. Also, mention the relief that you seek from the RERA, whether an interim order is required or not and fill in the address as shown in the picture below.
Finally, attach the supporting documents. If you have more documents, they can be attached by clicking on the ‘add more’ button. Next is the payment that has to be made for registering the complaint, which is Rs 5,000. Finally, check on all the declarations and press the Pay and Submit button.

RERA Goa latest news
Update on August 11, 2021:
In August 2021, the Urban Development Department notified rules, to extend project completion deadlines of all projects registered under RERA Goa by a year. Any further extension would be granted on a case-to-case basis. All developers who want to avail of this have to apply with RERA Goa at least three months before their project validity expires. Developers have to cite reasons for asking for an extension, while also mentioning the current status of the project. Only in unfavourable circumstances, an extension on deadline will be granted. A minimum of Rs 50,000 and a maximum of Rs 1 lakh will be charged, for extending the project deadline (Rs 10 per sq m of land proposed to be developed).
