The Uttar Pradesh electricity board was established in 2000 and is known as the Uttar Pradesh Power Corporation Limited (UPPCL). For 2025, the Uttar Pradesh Electricity Regulatory Commission (UPERC) will continue to use the electricity rate notified in 2023-24. The UPPCL unit rate 2025 will also apply to consumers of the Noida Power Corporation Limited (NPCL).

Electricity subsidy and schemes in UP
In Uttar Pradesh, the government offers various subsidies and schemes to make electricity more affordable for its residents. These initiatives are designed to support different consumer categories, particularly those from economically weaker sections.
UP one-time settlement scheme 2024-25
The Uttar Pradesh government has introduced the UP Bijli Bill Mafi Yojana 2024-2025, aiming to alleviate the financial burden of outstanding electricity bills for its residents. This initiative is expected to benefit over one crore people across the state.
One-time settlement (OTS) scheme 2024-25
Significance: The OTS scheme relieves consumers with outstanding electricity dues by waiving surcharges and offering flexible payment options.
Eligibility criteria:
- All electricity consumers with pending dues as of September 30, 2024, including domestic, commercial, industrial, and private institutions.
Scheme details:
- The scheme is implemented in three phases, from December 15, 2024, to January 31, 2025.
- Phase 1 (Dec 15 – Dec 31, 2024):
- 100% surcharge waiver for lump-sum payments.
- 75% surcharge waiver for payments in installments.
- Phase 2 (Jan 1 – Jan 15, 2025):
- 80% surcharge waiver for lump-sum payments.
- 65% surcharge waiver for payments in installments.
- Phase 3 (Jan 16 – Jan 31, 2025):
- 70% surcharge waiver for lump-sum payments.
- 55% surcharge waiver for payments in installments.
Application process:
- Consumers must register for the OTS scheme through the UPPCL website or at designated offices.
- A deposit of 30% of the principal outstanding amount is required at registration.
- Consumers can pay the remaining amount in a lump sum or installments, availing of the respective surcharge waivers.
Benefits
- Outstanding electricity bills up to Rs 5,000 may receive a 100% surcharge waiver upon one-time payment.
- For amounts exceeding Rs 5,000, a 70% waiver is available for one-time payments, with options for installment-based payments at varying waiver percentages.
- The scheme is structured in phases, offering different waiver percentages based on the payment period.
Lifeline consumer subsidy
Significance: This subsidy is designed to support low-income households by reducing their electricity expenses ensuring access to affordable energy.
Eligibility criteria:
- Households with a contracted load of up to 1 kW.
- Monthly energy consumption up to 100 kWh.
Subsidy details:
- Fixed charge: Rs 50 per kW per month.
- Energy charge: Rs 6.50 per kWh.
- Subsidy provided: Rs 3.50 per kWh.
- Tariff payable after subsidy: Rs 3 per kWh.
Application process: Eligible consumers are typically identified based on their connection details and consumption patterns. No separate application is required; subsidies are automatically applied to the electricity bill.
Agricultural subsidy for private tube wells (LMV-5 category)
Significance: This subsidy supports farmers by lowering the cost of electricity used for irrigation, promoting agrarian productivity.
Eligibility criteria:
- Consumers with private tube wells or pumping sets are used for irrigation purposes.
- Supply as per “Rural Schedule.”

How to calculate UPPCL bill units?
- Identify the consumption slab under UPPCL in the billing period.
- Check the tariff that is applicable under your consumption slab and multiply the units consumed per unit charge. For eg. LT- IA, LT-IB, LT-IC etc.
- Based on your connection type, include the fixed charges.
- Calculate the electricity duty by multiplying total units consumed by electricity duty rate (0.06 paise per unit).
- Based on the consumption slab, add customer charges.
- Add all charges- energy charges, fixed charges, electricity duty and customer charges and you will get the total electricity bill in Uttar Pradesh.

- Click on ‘electricity’ section on the page. You will be directed to a new page.
- Enter your state as Uttar Pradesh.
- Select UPPCL as the electricity board.

You can also pay your electricity bills using the UPPCL mobile app. Simply download the app, log in with your user ID and password, and you’ll be able to see your bill on the portal. From there, you can choose from various payment options available to complete your payment.

- In most cases, the UPPCL may not give a refund. It may however, carry forward the bill for the next month and adjust the payment accordingly.
How to change name in UPPCL bill 2025?
To change the name on the UPPCL bill, you will have to visit the UPPCL office.
- Visit the nearest UPPCL branch and fill the application form there.
- Submit the form with the KYC documents.
- Get documents verified and pay a processing fee for the name change.
- UPPCL will come to the address for physical verification. Once done, new address will be reflected from the next bill.
Key points to know about UPPCL
- All new connections are given in kW, kVA or BHP as agreed to be supplied by the Licensee.
- If the contracted load (kW/kVA) of existing consumers is in fractions, it will be treated as next higher kW/kVA load.
- If the contracted load is in kW and is being converted into kVA, the conversion factor of 0.90 will be used (kVA = kW / 0.90) for tariff application purposes and the same will be rounded off up to two decimal places.
- All bills are rounded off to the nearest rupee i.e. up to 49 paisa is rounded down to previous rupee, and 50 paisa upwards is rounded up to next rupee. The difference due to such rounding is adjusted in subsequent bills.
UPPCL Jhatpat Connection Scheme
Under the Jhatpat Connection Scheme, introduced by the UPPCL, residents of UP can get an active electricity connection within ten days from the date of application.
