The Delhi Development Authority (DDA) caters to the growing housing needs in Delhi by launching various affordable housing schemes and enables the citizens to apply for its different housing schemes online through its official website. The housing scheme offers affordable DDA flats in Delhi for those belonging to different sections of society and income groups, including poor families. The allocation of the DDA flats in Delhi is done through a computerised draw, thus ensuring transparency.

The process of submitting applications under the DDA housing scheme, along with issuance of the demand letter, possession letter, conveyance deed, are accepted only through the online mode. Thus, it is important for applicants to keep a track of the latest updates on the official DDA website.

The DDA has come up with a special housing schemes for 2025, offering 110 flats in Vasant Kunj, Dwarka, Rohini, Ashoka Pahadi and Jahangirpuri. The authority will also offer 25% discount on flats in Narela, Loknayakpuram and Siraspur under its Sasta Ghar Housing Scheme 2024 and Madhyam Vargiya Housing Scheme 2024, which aim to benefit special groups like construction workers

Under the special housing scheme 2025, the DDA will offer seven units of 3BHK flats in the high-income group (HIG) category, 58 units of 2BHK flats in the middle-income group (MIG) category and 45 units of 1BHK flats in the low-income group category.  According to officials, the flats in Vasant Kunj will be offered through an e-auction, while flats in other locations will be offered on a first-come-first-served basis, as mentioned in media reports.

DDA flats with 25% discount offer

DDA is offer flats with a 25% discount in areas such as Narela, Loknayakpuram and Siraspur under its Sasta Ghar Housing Scheme 2024 and Madhyam Vargiya Housing Scheme 2024. Around 700 flats in Narela (Sector G2) will be offered with a 25% discount under the scheme. The DDA will reserve 25% of flats in Sirsapur (LIG) and Loknayakpuram (LIG) for eligible applicants on a first-come, first-served basis. It will offer 10% of MIG flats in Loknayakpuram under the scheme.

The beneficiaries of the 25% discount offer on flats include:

  • Construction and building workers registered with the Delhi Building and Other Construction Workers Welfare Board (DBOCWWB)
  • Beneficiaries of the PM-Vishwakarma Scheme and PM-SVAnidhi Scheme
  • Auto-rickshaw (permit holders) and cab drivers
  • Women, SC/ST candidates, war widows, persons with disabilities, ex-servicemen and gallantry award recipients

The scheme offering special discounts will be available for a limited period until March 31, 2025.

According to an official announcement, the DDA will offer an additional 15% discount on ready-to-move and freehold properties. 

In August 2024, the DDA launched three new housing schemes, providing over 40,000 flats at a starting price of Rs 11.53 lakh and range up to Rs 5 crore. These flats catering to various segments such as low-income, middle-income and high-income groups.

Further, catering to the housing needs of the lower-income groups (LIG) and economically weaker sections (EWS), the Delhi Development Authority (DDA) has launched the Sasta Ghar Housing Scheme, offering affordable homes. The authority launched around 34,000 flats under the EWS and LIG categories, starting at a price of Rs 11.5 lakh.

DDA also launched the Dwarka Housing Scheme, offering 173 premium flats situated across different sectors of Dwarka. 

 

How will the DDA flats be allotted?

The demand-cum-allottment letter will be issued by the DDA through online mode only. It will be available on the official portal. The allottee is required to deposit the specified amount within 90 days to avoid interest charges. After the payment and submission of the requisite documents, the possession letter will be issued through online mode.

 

Document required for DDA housing scheme

  • Applicant’s passport-size photo, which should be in jpg or png or jpeg format and not exceed 50kb in size.
  • Applicant’s signature should be in jpg or png or jpeg format and not exceed 50kb in size.
  • Applicant’s joint passport size photo which should be in jpg or png or jpeg format and not exceed 50kb in size (if required).
  • Applicant’s joint signature, which should be in jpg or png or jpeg format and not exceed 50kb in size (if required).

Applicants across all the categories are required to submit the following documents:

  • Self-attested copy of PAN card
  • Proof of identity such as Aadhaar, PAN, driving license, etc.
  • Proof of residence (self-attested copy of utility bills (electricity, water or telephone)
  • Income proof (for EWS section)
  • Caste certificate, if applicable
  • Handicapped certificate, if applicable

How to apply for the DDA Housing Scheme 2025?

  • Go to the DDA official portal http://www.dda.gov.in/ or http://www.eservices.dda.org.in/
  • Fill the online application form with personal details such as contact details, income and the flat type.
  • Submit the relevant documents along with the application form.
  • Provide information such as Aadhaar, PAN, income and residence at this stage.
  • In the next step, complete the payment of the application fee through net banking, credit card or debit card.
  • Note the application number for future reference.

Payment of Earnest Money Deposit (EMD)

The participants must register themselves on the DDA’s e-auction portal https://dda.etender.sbi/SBI/ and pay a processing fee of Rs 2,500 (including GST) against each flat. This amount is non-adjustable and non-refundable.

When participating in the e-auction, the bidder must make an online payment against each flat based on the category. The payment can be made through the e-payment gateway provided on the e-auction portal.

DDA Housing Scheme Eligibility

  • The applicant should be an Indian citizen and at least 18 years old as of the last date of application of the DDA housing scheme.
  • The applicant should have a valid PAN.
  • The applicant must not own any residential flat or plot in the urban area of Delhi, New Delhi or Delhi Cantonment, in his/her own name or in the name of his/her spouse or his/her dependent relations, including unmarried children which is larger than 67 sq metres.
  • One candidate can submit only one application.
  • A husband and wife can both apply separately for the scheme but if both are selected in the draw, only one can retain the flat.
  • If the applicant wishes to apply under more than one category, the application money for the higher category should be paid.
  • If an applicant submits a joint application under SC/ ST reserved category, then the joint applicant should belong to the family.
  • If a joint application is made under war widows, persons with disability, ex-servicemen, and other reserved category, the applicant must belong to the specific reserved category. Also, the joint applicant must belong to the family.
  • The individual income or joint income of the applicant applying under the economically weaker section flats category must not exceed Rs 3 lakh per annum. The household income must not exceed Rs 10 lakh per annum.

DDA flats are the housing units available in Delhi under the housing scheme by the Delhi Development Authority (DDA), for home buyers belonging to different income categories like Low Income Group (LIG), Middle Income Group (MIG) and High Income Group (HIG).

How to apply for DDA flats in Delhi?

* Visit DDA e-services platform and click on DDA Housing Scheme 2021.

* Click on Registration. You will be redirected to a new page, where you will need to register yourself by submitting details such as PAN, Aadhaar Card number, mobile number, etc. An OTP will be sent to your mobile number for confirmation.

* Once you have registered yourself, you would need to login again using your PAN. An OTP will be sent to your mobile number, every time you login.

* On successful login, the application form screen will be displayed for filling along with the following options. All options are available on the left-side menu on the website.

  1. DDA Schemes: To select a scheme and fill the application form.
  2. AWAS Application: To view the application form and make payment online.
  3. My Payment: To view payment details.

* Fill in the personal details, bank details, address details, joint applicant details and select the category and location preferences in the application form.

* Upload the scanned image of the photograph and signature of the applicant and the joint applicant (if any).

* At the bottom of the page, there is a declaration for the applicant. Applicants are advised to go through the contents of the declaration carefully.

* Select the check box of the declaration by clicking on it and then submit the application form in save draft / submit mode.

Please note: In save draft mode, an applicant can edit the application details. In submit mode (final), the applicant can submit the application details. After submitting the application form in submit mode (final), the applicant will have to pay the registration amount online.

* The applicant needs to pay the registration amount through net nanking or NEFT/RTGS. The payment method option is available on the next screen and will be visible at the time of submitting the final form. The payment link is also available on the left side menu in ‘Awas Application’ link.

*After selecting bank name and payment method, on the next screen, the E-challan will be displayed, with the application form no, amount and the ‘Continue’ button to make payment. The applicant has to make the payment to complete the process. There is also a provision to take a printout of the E-challan.

* If the applicant selects the NEFT/RTGS option, the applicant has to select a bank for generating the challan and then submit it. The challan will be displayed on the next screen. Take a printout of the challan generated online and deposit the registration amount.

* If the applicant selects the ‘net banking’ option, the applicant has to select a bank for making payment online through the respective bank’s website.

* Print the ‘Acknowledgement Slip’ once the payment is done. You can check your acknowledgment slip in ‘My Payment’ option.

Refund of registration amount

Applicants are required to clearly specify their saving bank account number and the IFSC code in the application form to enable refund of registration amount. Refund will not be transferred if the bank account is NRE/NRO account or a current account. In case of joint applicants, the refund will be done in the first applicant’s name.

How to pay for DDA flats?

  • In the next step, provide details such as scheme, locality, sector no, pocket no., allottee name, etc. Then, click on ‘Search’ to view the details.

DDA slum rehabilitation scheme  

With the aim to provide quality housing facilities for the slum dwellers, the DDA has undertaken projects for in-situ and redevelopment of slum and JJ clusters under the ‘Jahan Jhuggi Wahan Makan’ programme. Around 4,000 households will be provided under this housing scheme and housing units will be launched at different locations of Delhi, including Jailor Bahg, Kalkaji extension and Kathputli colony. The will allocate 1,675 EWS flats in Jailor Bagh Colony. Allotment of the remaining units will be announced.

DDA Housing Scheme: Benefits under PMAY

DDA flat allottees can be availed the credit-linked subsidy scheme under the PMAY (Pradhan Mantri Awas Yojana). It provides various benefits as mentioned below:

  • Subsidy of 6.5% per annum on interest for LIG and EWS category, i.e., loan of up to Rs 6 lakh.
  • Subsidy of 4% per annum on interest for MIG-1 category, i.e., loan of up Rs 5 lakh.
  • Subsidy of 3% per annum on interest for MIG-2 category, i.e., loan of up Rs 12 lakh.
  • Central assistance of up to Rs 1.5 lakh for new house construction or enhancement for EWS category beneficiaries.
  • Interest subsidy for beneficiaries in their loan accounts.
  • Benefits with a maximum of 20 years.
  • Support of up to 30 sqm to EWS category and 60 sqm to LIG category for acquisition, construction, repurchase or enhancement.
  • Support of up to 160 sqm for the MIG-1 category and 200 sqm for the MIG-2 category.

 

What is the IDLI system on the DDA website?

The IDLI system refers to the Integrated DDA Land Information System, which is an online portal developed by the DDA. The facility on dda.gov.in website offers various services related to land and property in Delhi.

  • Property Search: One can search for properties in Delhi by providing details such as property type, location, and size.
  • Property Registration: Users can use this service to register their property online and receive a unique identification number for their property.
  • Online Payment: One can make online payments for DDA services, including property registration, land acquisition and property transfer.
  • Property Transfer: This service enables the transfer of property to another person through the IDLI system.

Delhi Master Plan 2041

On February 28, 2023, the DDA approved the draft of the Delhi Master Plan 2041  during a meeting chaired by Lieutenant Governor VK Saxena. In March 2021, the authority said that the Delhi’s Master Plan for 2041 (MPD 2041) was ready and that the it planned to implement it.

About 70 agencies and over 150 departments were involved in preparing the MPD 2041, in addition to suggestions from the residents of Delhi. The GIS-based master plan focuses on three broad areas of sustainability, inclusivity and equity, through its ‘proactive and forward-looking nature’ that accounts for current, emerging and anticipated drivers of urban development.
