Karnataka starts issue of digitised property cards for Bangalore property owners

Karnataka has made available the digitised and geo-referenced property cards called the Urban Property Ownership Records (UPOR) to Bangalore property owners. The UPOR contains all their property-related information.

According to a Deccan Herald report, UPOR has been already distributed in four wards in Bangalore and distribution is underway in three more wards.  Presently, 30 teams of the Settlement and Land Records Department are working on one lakh properties a month. Munish Moudgil, commissioner, survey, Settlement and Land Records Department, said, “Every month, we plan to distribute one lakh property cards. We hope to complete issuance of property cards for all of Bengaluru’s 25 lakh properties in one-and-a-half years.”

The objective of the UPOR is to have an official record of ownership of properties in metros. It was introduced to tackle the problem of outdated land records. UPOR includes ownership details like titles, rights, interests and property sketches. The implementation of the UPOR was delayed because of the Covid-19 pandemic.

The pilot project of UPOR, with the help of a drone survey, was authorised in Jayanagar and Ramanagara in 2018. This was followed by a bigger two-phase survey that was sanctioned for Tumkur, Hassan, Uttara Kannada, Belagavi, Ramanagara and Bengaluru city. The first phase of the survey was supposed to cover 51,000 sq km (50,000 sq km for five districts and 1,000 sq km for Bangalore and its neighbouring areas).

How is UPOR done?

Property owners can apply for UPOR and the Revenue Department will do the on-the-ground demarcation of their property boundaries.

Bhoomi, Settlement and Land Records Department, Karnataka, captures images of every property in Bangalore using drone surveys that forms 10% of the work. This image is then taken to the property ground and dimensions are digitised physically. Once done, a notice is sent to the property owner to upload all his property documents on the UPOR website. Simultaneously BBMP records and government records are collected and a draft card is made ready. Citizens have to file their objections, if any, within a month or else the draft becomes final copy.

UPOR advantages

Advantages of UPOR for property owners are many. For example, mutations after sale will be automatically updated and property owners need not approach anyone for ‘khata’ transfer. Also, with UPOR’s digitised property sketches, property partitions can be done automatically. UPOR also helps property owners get loans and other benefits easily.
