Meghalaya land record: All you need to know

Here is everything you need to know about the Meghalaya Directorate of Land Records and Surveys, the agency responsible for land record keeping and maintenance in the state.

One of the seven sister states, Meghalaya is unique as the land here belongs to the local tribal communities and not the state. The Directorate of Land Records and Surveys (DLRS Meghalaya) is responsible for the creation and upkeep of land records in the state. Established under the Meghalaya Land Survey and Records Preparation Act, 1980, the directorate comes under the purview of the Meghalaya Revenue & Disaster Management Department.

Even though the state is committed to digitising its land record under the centre’s National Land Records Modernization Programme (NLRMP), the DLRS Meghalaya currently offers only offline land record details as the land in Meghalaya has not been surveyed since the British regime, except in a few villages in the Garo Hills. As a result, no records of rights (RoR) exist in Meghalaya.

However, the Meghalaya Land Survey and Records Preparation Act, 1980, provides for a cadastral survey of land in Meghalaya, and the preparation of land records, showing the occupancy and possession of the land.

Functions of DLRS Meghalaya

Key functions of the DLRS Meghalaya include:

  1. Undertaking survey works for preparation of land records.
  2. Undertaking works related to districts and sub-divisional boundaries.
  3. Printing of Indo-Bangladesh strip maps, and state and district maps.
  4. Restoration of missing/displaced/damaged boundary pillars jointly with Bangladesh authorities on an annual and sector-wise basis.
  5. Compilation of completed land acquisition cases of the state.

DLRS Meghalaya assisting agencies

The DLRS Meghalaya carries out the digitisation of maps for updating revenue records by coordinating with the following district offices:

  • Survey wing of the Director of Land Records & Surveys, Shillong
  • Revenue branch of six districts and one sub-division
  • The Meghalaya Survey School, Tura
