All you need to know about the Siliguri Jalpaiguri Development Authority (SJDA)

The authority is the nodal agency for planning and development of the Siliguri-Jalpaiguri area and works in coordination with other departments

To look after the development and urban planning in the Siliguri and Jalpaiguri town of West Bengal, the state government established the Siliguri Jalpaiguri Development Authority under the West Bengal Town and Country (Planning & Development) Act, 1979. The Authority is the nodal agency for planning and development of the Siliguri Jalpaiguri Planning Area (SJPA) and works in coordination with other departments and planning agencies. The Authority is also responsible for creating infrastructure and real estate development in the region and for providing amenities and facilities to investors. SJDA’s ‘Perspective Plan 2025’ is a roadmap for the systematic development of SJPA, which proposes to maintain a land bank for investment purposes.

Jurisdiction of SJDA

The Authority has jurisdiction over an area of over 2,222 sq kms, which covers the area of Siliguri, Matigara, Naxalbari, Phansidewa and Kharibari in Darjeeling and Jalpaiguri Sadar, Rajganj, Entire Mallbazar block, Mal Municipal area and a part of Mainaguri PS in Jalpaiguri. Jalpaiguri town is 45 kms away from the Siliguri. As per the 2011 census, the population of the SJPA was 2.37 million.

Functions of SJDA

Siliguri Jalpaiguri Development Authority is bound to perform following functions and duties:

  • To prepare a land use map and prepare and enforce the development plan.
  • To prepare and execute development schemes and co-ordinate development activities, along with carrying out works that are contemplated in the development plans.
  • To acquire, hold and manage immovable property for lease, sale or otherwise transfer it, as it may deem necessary.
  • To provide facilities for the consignment, storage and delivery of goods.

 

Perspective Plan 2025

The SJDA, in May 2002, started preparing a comprehensive plan for the development of the Siliguri Jalpaiguri Planning Area, known as the Perspective Plan 2025. The expertise of IIT- Kharagpur was sought by the SJDA, to prepare the plan through an interactive process with the stakeholders. The total planning area for which perspective plan was prepared, was 1,267 sq kms, consisting of Siliguri and Jalpaiguri municipal area.
