With an aim to plan and develop smart cities and urban infrastructure in the state of West Bengal, the state government constituted the Housing Infrastructure Development Corporation, also known as HIDCO, as a public sector undertaking. The authority is responsible for constructing and developing modern infrastructure in Kolkata’s New Town and Rajarhat area, which is being touted as among the greenest smart cities in India.


West Bengal HIDCO: Functions and responsibilities

The authority is responsible for developing Rajarhat, New Town, as a futuristic smart city. Its main function is to build and maintain major infrastructure such as roads, drains, sewerage lines, water supply lines and carry out beautification work and other related major work, as per the master plan. With multi-national IT companies setting up campuses in the area, the civic body is also responsible for catering to the infra needs.

The planning area of WBHIDCO is divided into four areas: Action Area I, Action Area–II, Action Area–III and another area in between Action Area I and Action Area II, known as the Central Business District (CBD).

The civic body also focuses on collecting and maintaining a database of the citizens of New Town, which helps in planning new services in the area and managing public services.

Bengal Silicon Valley Hub: With the intent to create at least 40,000 jobs in the technology sector, the state conceived the idea of developing Silicon Valley Hub. The state government is expecting investments worth Rs 3,000 crores, in Rajarhat, from 20 technology ventures. These ventures, which will form Phase II of the Bengal Silicon Valley Hub in Rajarhat, were cleared by the West Bengal cabinet in December 2020. Among these, is an Airtel data centre, which will be built at a cost of Rs 350 crores. This is the second such centre by a telecom company at the Hub in Rajarhat, following the first announced by Reliance Jio. TCS, which was a part of the first wave of companies to enter the Hub, has also taken up 20 acres for a second campus.

Eco Park: The Eco-Park in New Town Action Area II, is one of the largest open spaces in the city, spread across 480 acres and includes a 200-acre water body with an island. The CBD is located towards the east of the site and the Biswa Bangla Convention Centre, one of the largest in the country, has been built towards its north. The intent of the master plan for the Eco-Park, is to balance its role as a city-level recreational open space and mitigate some of the adverse impacts of urbanisation.

Biswa Bangla Gate: The Biswa Bangla Gate, also known as the Kolkata Gate, has been erected in front of Rabindra Tirtha on Biswa Bangla Sarani (MAR) in New Town, Kolkata. It has a unique architectural feature, with two catenary arches coming from four quadrants of the road intersection, joined at top.
