Cidco: Role, importance and projects

Cidco is the state government entity responsible for town planning and development of Navi Mumbai.

Navi Mumbai was planned as an urban township to decongest the financial city of India, Mumbai, which was already overburdened due to migration.

City and Industrial Development Corporation of Maharashtra Limited is the Cidco full form. It was established in 1970.

To develop this new township, a new public sector undertaking was established-the City and Industrial Development Corporation of Maharashtra Limited which is the CIDCO full form. CIDCO took the responsibility of town planning and development in the new area and founded Navi Mumbai as New Bombay.

Cidco: Meaning and importance

  • Cidco information points that Cidco is responsible for catering to the growing population of the Greater Bombay area and to attract them to settle in Navi Mumbai, by developing housing options and suitable infrastructure.
  • Cidco was planned to ease the congestion and burden on Mumbai’s physical infrastructure and assimilate the growing demand and need in Navi Mumbai, by providing alternatives.
  • Cidco is also responsible for providing physical and social services for people based in Navi Mumbai, offering them a quality standard of living and reducing disparities in the amenities available to different sections of the society.
  • Cidco is also bound to provide quality urban living with a healthy environment, which has no social or communal tensions.
  • Cidco has to facilitate infrastructure for industrial development that could provide employment and job opportunities to the population in the area.

Major projects by Cidco

Navi Mumbai Airport

The Navi Mumbai International Airport (NMIA) is the upcoming airport in the city and will be the second in the Mumbai Metropolitan Region (MMR). The NMIA is expected to start operations by December 2024.  The new airport has been planned to reduce the burden on Mumbai International Airport, which is expected to see 100 million air passenger traffic by 2034. The second airport was mooted, to cater to growing air traffic and also to accelerate the economic development in the region.

 

Navi Mumbai Metro

The Navi Mumbai Metro Line-1  from Belapur to Pendhar opened on November 17, 2023.  After the implementation of Line 1 of Navi Mumbai Metro , CIDCO plans to implement Metro Neo 2.0 in Navi Mumbai Metro Line 2, Line 3 and Line 4.

Cidco along with MMRDA are also working on Mumbai Metro Line 8 also known as the Gold Line that will connect Chhatrapati Shivaji Maharaj International Airport (CSMIA) and NMIA. This will be the first mass rapid transit system connecting Navi Mumbai and Mumbai. While MMRDA will develop the route from CSMIA to Mankhurd, the route from Mankhurd to NMIA will be developed by Cidco.

 

Development of NAINA

The Navi Mumbai Airport Influence Notified Area is a proposed region in Raigad district, to be planned by CIDCO for urban and industrial development. This area will cover 170 villages and will have a number of small cities, which will cater to the growing industry of agro-farming, education, trade and IT.

Industrial and IT parks

Cidco has developed a number of economic hubs in the region that attract companies from across the world to set up their warehouses, corporate offices and industrial units in the area. The International Technology Centre in Belapur, the Kharghar Corporate Park, the International Infotech Park and many more, are examples.

 

Cidco Water taxi

Cidco launched the CIDCO Water taxi in Februry 2022, that ferries between Nerul and the Gateway of India.

 

Cidco Lottery

Every year, Cidco comes out with a housing lottery, to provide affordable homes to interested applicants. The Cidco housing lottery also allots homes under the Pradhan Mantri Awas Yojana (PMAY) in LIG, MIG and EWS categories. A number of housing options were allotted earlier under the PMAY in Kharghar and Dronagiri. New schemes will be announced soon to allot homes under the PMAY.

Cidco in October 2024 announced Cidco Mass Housing Lottery under which 26,502 units will be given. The last date to participate in the lottery is December 11, 2024.

Enter the consumer no., select the node from the drop down box, enter email id, mobile number, captcha code and press submit to proceed with the online payment.

Cidco COPAS-BP/TP payment

On the  Cidco website, under online payments, click on COPAS-BP/TP.  You will reach the below shown page.

Enter the details like file no/challan no. To view challan type, click on View details. You will see a pop up box which will give all details including description, net amount, penalty amount and total amount.

You will be led to payments page after which you can also download the receipt. You can also make payment using debit card, net banking/UPI.

Cidco tenders 

On the Cidco website, under citizen/business services, click on Tenders. You will reach  the below shown picture.

Click on the PDF of the tender that is of requirement to you and it will be saved in your computer.

CIDCO grievance redressal

The important elements of the Cidco grievance redressal are:

  • The online grievance registration form
  • Presence of department-wise grievance redressal officer who will resolve, answer queries and maintain track of the complaints and resolutions.
  • According to the Citizen Charter a service delivery mechanism  and pre-defined turn-around time will be chartered.
  • In case of no response for the grievance, a problem escalation mechanism is outlined.
  • People can view the status of the grievance recorded on the Cidco website and check the resolution steps taken online.

 

If you have any grievance regarding CIDCO related service, you can make use of the CIDCO grievance redressal. While both online and offline modes are available, CIDCO recommends the use of the online medium for a speedy and effective response. Visiting time to meet chief grievance redressal officer (CGRO) is 2 PM  to 5 PM monday and thursday only.

To use the online medium, log on to https://cidco.maharashtra.gov.in/grievance_geportal/index#gsc.tab=0

Here, login with your citizen email id and password and enter the captcha text and login. If you don’t have an account, first register and then proceed. Once you login, lodge your grievance and you will get a reference number once a complaint is lodged.

If mobile app users receive message Web Server not responding error, then the citizens have to logout and then login.

View grievance status 

To view grievance status, first go to https://cidco.maharashtra.gov.in/grievance_geportal/index#gsc.tab=0 and login with your email id or mobile number, password and captcha. Then, click on ‘view grievance status’ and you will be directed to a new page where you have to enter the reference number and click on ‘View Status’. The status of your complaint will be displayed on screen.

Citizens can also complain to the Emergency Operation Centre by clicking on https://cidco.maharashtra.gov.in/grievance_geportal/eoc_index#gsc.tab=0 where you should enter the site by keying in username, password and captcha.

Upcoming projects by Cidco

Mumbai Trans-Harbour Link Road

The proposed Mumbai Trans-Harbour Link (MTHL) was planned with an aim to decongest and improve connectivity between Mumbai and Navi Mumbai. The link road will be a 22-km-long, six-lane bridge with a 16.5-km-long sea bridge and 5.5-km-long viaduct on land on either side. The MTHL  started operations on January 12, 2024.

Navi Mumbai Coastal Road

In order to facilitate smooth connectivity between Jawaharlal Nehru Port and other areas of Navi Mumbai and Mumbai, an approximately 8.3-km-long coastal road has been planned between Navghar and Chanje. It will have six lanes and on both ends there will be connecting paved roads as exits. The route is expected to see heavy traffic, as most of this will be container movement.

 

Navi Mumbai SEZ

Spread over an area of 2,140 hectare, the proposed Navi Mumbai Special Economic Zone (NMSEZ) is spread across three nodes of Navi Mumbai: Dronagiri, Ulwe and Kalamboli. The project is expected to generate employment for more than five lakh people and attract an investment of about Rs 25,000 crore.

 

E-auction of plots

Any individual, partnership firm, public trust and cooperative society competent under the Indian Contract Act, 1872 can apply for Cidco tender plot through Cidco auction

 

Kharghar-Turbhe Link Road (KTLR) project

Cidco has been assigned the construction of the Kharghar-Turbhe Link Road (KTLR) project. The project is expected to be around Rs 2,195 crore. It is estimated to be completed in three years.

Once operational, the KTLR will reduce travel time by about 30 minutes for motorists from Mumbai, Thane and Navi Mumbai.

As part of the KTLR project, a tunnel will be constructed through the hill  separating the two nodes. Maharashtra State Road Development Corporation (MSRDC) has prepared the Detailed Project Report (DPR) for this project.

How much do you pay for Cidco lottery?

For the EWS category, the application amount is Rs 5,000. For LIG and other categories, the registration amount is Rs 25,000 onwards.

The City and Industrial Development Corporation of Maharashtra (Cidco) was established in March 1970.
