The Delhi Metro’s Phase 4, spanning 104 kms over three corridors, has been planned to provide last-mile connectivity to the new housing hubs in the National Capital Region

The Delhi Metro’s Phase 4 (Phase IV), has been planned to provide last-mile connectivity to the new housing hubs in the National Capital Region (NCR). Initially, the completion deadline was set as 2022 and the work on the project was expected to begin in 2017. Work on Phase 4 finally began on December 30, 2019, with a ground-breaking ceremony for piling work for stations along the Janakpuri West-RK Ashram Marg corridor, being held at Haider Badli Mor. The 104-km Delhi Metro Phase 4 network, is expected to cater to 1.5 million passengers daily, when fully completed. The route is expected to finish by December 2024. The Delhi Metro Phase 4 project covers three approved corridors, Maujpur to Majlis Park, Janakpuri West to RK Ashram, and Tughlakabad to Aerocity, spanning a total length of around 65 kms.

The work on Maujpur-Majlis Park along with other corridors of Metro Phase IV, namely, Janakpuri West – RK Ashram and Aerocity – Tughlaqabad is in progress.

The DMRC has announced its plans to extend the Pink Line by 12.55 km. Once the extension, connecting Majlis Park station in the north and the Maujpur station in the east, is completed, the Pink Line will become the country’s first ring metro spanning 71.17 km. The Ring Road Metro line will have eight new metro stations, increasing the total number of stations to 47. The construction of the Pink Line extension is expected to start in 2023 and be completed by 2025. The DMRC plans to open a small segment of around 3 km of the Janakpuri West-RK Ashram corridor and the entire Majlis Park-Maujpur corridor by March 2025. The entire Janakpuri West-RK Ashram corridor and Aerocity-Tughlakabad corridor will be operational by March 2026.

DMRC is developing about 28 km of new underground corridors under the Delhi Metro phase 4 expansion project, wherein 65 km of new lines are being developed across three different corridors.

Further, the DMRC has proposed the extension of Red Line, which connects Rithala to Narela, further up to Kundli in Haryana. It will be the first metro line to connect Haryana and Uttar Pradesh. If approved, this will be Delhi Metro’s fourth expansion into Haryana after Yellow Line (Gurgaon), Violet Line (Faridabad) and Green Line (Bahadurgarh). The Red Line currently stretches from Shaheed Sthal (Ghaziabad) to Rithala.

The Delhi government, in December 2018, approved the much-awaited Phase 4 of the Delhi Metro. The approval was given for six corridors at a cabinet meeting chaired by chief minister Arvind Kejriwal. Subsequently, the union cabinet, on March 7, 2019, approved three ‘priority corridors’ out of six corridors of the Delhi Metro’s Phase 4.

PM Modi lays foundation stone for 2 Delhi Metro corridors

March 15, 2024: PM Modi laid the foundation stone of two additional corridors of the Delhi Metro at the Jawaharlal Nehru Stadium on March 14, 2024. These corridors, developed under the Delhi Metro Phase-IV, will run between Lajpat Nagar and Saket-G Block and Inderlok-Indraprastha. 

Cabinet approves 2 corridors of Delhi Metro Phase-IV projects

March 13, 2024: The Union Cabinet today approved two new corridors of Delhi Metro’s Phase-IV project, as per media reports. The two corridors include a 12.377-km section between Inderlok and Indraprastha and another section of 8.385-km between Lajpat Nagar and Saket G Block. The total length of the new metro corridors is 20.762 km.

The cost of the two corridors is estimated to be Rs 8,399 crore, which will be sourced from the Union and Delhi governments and international funding agencies.

The new metro corridors are expected to be completed by March 2029, Union Minister Anurag Thakur, as cited in reports.

Eight new interchange stations will come up on these corridors at Inderlok, Nabi Karim, New Delhi, Delhi Gate, Indraprastha, Lajpat Nagar, Chirag Dilli and Saket G Block. These stations are expected to significantly improve the interconnectivity among all the operational lines of the Delhi Metro network.

The DMRC has successfully completed the structural work of four kilometre of viaduct, starting from Majlis Park to Mukarba Chowk, connecting Majlis Park and Bhalswa Metro stations on the upcoming Janakpuri West-RK Ashram Marg corridor. The completed stretch of the elevated viaduct is now being offered to the system contractors for track laying and traction work involving the erection of overhead electrification (OHE) masts, etc. The structural work for the viaduct will also be completed till Haiderpur Badli soon. The construction of this corridor will be completed by March 2026, DMRC said in a statement on June 4, 2023.

Delhi Metro Golden Line (Silver Line)

The 24-km from Tughlakabad to Aerocity is referred to as the Delhi Metro Golden (earlier known as Silver Line) located on the Delhi Airport Express Line. It is expected to be completed by December 2023.

The section, which will be operational by 2025, will be linked to the Violet line from Kashmere Gate to Raja Nahar Singh. A 100-metre subway will be built to link the existing station at Tughlakabad to the new interchange station. The Tughlakabad Metro Station has been designed as a four-level underground structure with a 23-metre-deep parking facility and a subway to enhance inter-line connectivity.

Once operational, the golden line corridor, with the interchange station, is expected to boost connectivity in far-flung areas of Faridabad and reduce to travel time in reaching domestic and international airport terminals via the Airport Express Line to around 90 minutes.

The Delhi International Airport (DIAL) has sought the extension of the Golden Line to Terminal 1 (T1) of the Indira Gandhi International (IGI) Airport and the installation of check-in facilities at Noida’s Botanical Garden Metro Station, for the convenience of airport passengers.

Delhi Metro Brown line 

The DMRC has decided to build two additional metro lines in Delhi NCR – Silver Line and Brown Line. The Silver Line will connect north Delhi with Aerocity while the Brown Line will provide connectivity in South Delhi and will a shorter section than other lines in region such as the Pink Line and Magenta Line.

The Brown Line, from Lajpat Nagar to Saket G Block, will be connected to the Pink Line, Magenta Line and Violet Line. The station at Saket G Block will connect with the new Silver Line, which is currently under construction. The Brown Line is expected to be completed by 2025.

Delhi Metro Phase 4: Construction

The three approved metro corridors will have 14 interchange points that will include 12 new interchange points. Every fourth metro station on the Delhi metro phase 4 will become an interchange point. Thus, commuters will find it easy to change trains and reach their destinations quickly instead of taking longer routes.

The RK Ashram-Janakpuri West corridor will offer direct connectivity to the west, northwest and north Delhi region. It will cross the Green line (or the Interlok to City Park section) at Peeragarhi and the Pink line at Majlis Park and Azadpur. The Metro corridor will also intersect the Red line (or the Dilshad Garden to Rithala section) at Pitampura and Pul Bangash. It will also cross the Yellow line (HUDA city centre to Samaypur Badli section) at Haiderpur Badli Mor and Azadpur.

Further, the Delhi metro had announced that the RK Ashram Marg metro station will be converted into an interchange. The new metro station will link RK Ashram Marg station of Magenta line. This will provide convenience to commuters in accessing shorter metro routes from Central to New Delhi, as per the Delhi metro. Also, a new underground metro station will be developed near the existing elevated station. It will help decongest the existing busy blue line route.

The Azadpur Metro station will serve as an interchange point for three metro lines namely the Yellow line, Pink line and Magenta line.

The 20-km Aerocity-Tughlakabad section will provide citizens easy access to different areas of south Delhi and the Indira Gandhi International Airport. The terminal stations will serve as interchange points providing link to the Violet line and the Airport express line. There will another interchange point at the proposed Saket G Block station.

The Project Investment Board of the Centre, under the Ministry of Finance, recently approved the three Delhi metro upcoming projects of the Metro Phase IV, namely Rithala to Narela metro route (22.91 kms), Lajpat Nagar – Saket G-Block (8.38 kms) and Inderlok – Indraprastha (12.37 kms) spanning over 40 kms. The total cost is estimated to be around Rs 12,586 crore. The proposal will be placed before the union cabinet for final approval.

The Lajpat Nagar-Saket section will be the shortest corridor under Phase IV and will serve as a link between the Magenta Line (connecting Botanical Garden to Janakpuri west) and the Pink Line and the new metro line in Delhi from Tughlaqabad to Aerocity.

What is Delhi Metro Phase 4?

The Delhi Metro’s Phase 4 is an expansion of the Delhi Metro network, to new housing localities in the National Capital Region.  Comprising six new corridors, the phase 4 of Delhi Metro will expand further to a few popular locales in West Delhi and Faridabad. The government of India in March 2019, approved three routes as part of the project: Tughlakabad to Aerocity, Janakpuri West to RK Ashram and Maujpur to Mukundpur, covering 61.679 kms.

The approved routes of the Delhi metro phase 4 are expected to cost nearly Rs 55,000 crore, 50% of which will be borne by the state government. This amount will be raised by the Delhi government from land rents, state levies, and interest during construction. The Japan International Cooperation Agency (JICA) gave approval for funding the phase 4 expansion in 2021.

There will be 17 underground and 29 elevated stations in the three corridors, whose total length will be 61.679 kms – 22.359 kms underground and 39.320 kms elevated.

The Tughlakabad – Aerocity Metro line will pass below 17 active railway tracks. The length of the railway tracks will be around 110 metres. The DMRC has received approval from the Indian Railways. As per officials, the upcoming metro line will be about 23 metres below the rail level. A gap of 15 metres will be maintained between the railway tracks and the Metro tunnel below. The railway lines on this stretch are part of the Delhi – Palwal railway route.

An underground interchange station will soon come up at the Chhatarpur Metro station on the Delhi Metro Yellow Line (from Samaypur Badli to Huda City Centre) and provide a link to the upcoming Tughlakabad to Aerocity route. While the existing Chhatarpur metro station is elevated and the upcoming station will be an underground station and a subway will link the two stations.

The approved Delhi metro phase 4 expansion in Delhi will not only ensure hassle-free connectivity but also promote the real estate growth in the area. This expansion is expected to boost the capital market as well as the rental landscape. As the construction work approaches completion, the capital values of properties in the area are expected to rise significantly. The surge in the rental market is expected once the project is completed. 

The Delhi Development Authority (DDA) has launched a new housing scheme, offering several flats in various categories across Delhi, including Narela. The expansion of the Red Line from Rithala to Narela and further up to Kundli in Haryana will provide improved connectivity for the residents of the sub-city.

 

Delhi Metro Phase 4 funding

The Japan International Cooperation Agency (JICA) gave its in-principal approval, to fund the Delhi Metro Phase IV expansion.

The funding pattern for the three priority corridors was finalised in December 2019, with the cost of land being split 50:50 between the centre and the state. The centre will contribute Rs 4,643.638 crores, while the DMRC will have to repay external loans to the tune of Rs 12,930.914 crores. The Delhi cabinet, in December 2018, approved a contribution of Rs 5,994.50 crores.

Further, the Delhi Development Authority approved its budget on March 29, 2023 with an annual outlay of Rs 7,643 crore. The DDA has committed Rs 1,000 crore for the Phase 4 project of the Delhi Metro and provisioned Rs 350 crore in the budget estimate for 2023-24, as per its official statement.
